Solution:

Area of circle + Area of rectangle = 1166 $ \pi r^{2}+lb=1166 $

$ \Rightarrow $ $ lb=1166-\frac{22}{7}\times 14\times 14 $ $ [ \because r=\frac{28}{2}=14 ]cm $

$ \Rightarrow $ $ lb=550 $ Now, $ l=25 $ and $ b=\frac{550}{2}=22 $

$ \therefore $ Circumference of circle + Perimeter of rectangle $ =2\pi r+2(l+b) $ $ =2\times \frac{22}{7}\times 14+2(25+22) $ $ =4\times 22+2(47) $ $ =88+94=182cm $
