So, new strength = 110% of 100 $ =\frac{110\times 100}{100}=110 $
In year 2002, strength decreased by 10%.
So, new strength = 90% of 110 $ =\frac{90\times 110}{100}=99 $
Again in year 2003, it increased by 10%.
So, new strength = 110% of 99 $ =\frac{110\times 99}{100}=108.9 $
Hence, the strength in 2003 as compared to 2000 is increased by 8.9%.
